What are the under-researched topics in development according to young faculty, david mckenzie, this page in:.

Berk (who is on vacation this week) and I have recently been surveying assistant professors, graduate students, and World Bank economists to learn how they find out about new research and the role of blogs in this process. We’ll be sharing results once we have finished this, but to start with, I thought I’d share this chart below on what junior faculty who work on development think are the under-researched topics.

These responses come from approximately 50 assistant professors in the U.S. and at international universities who do development research. They were identified through a range of criteria, including presenting at the NEUDC development conference last year, and/or being a faculty member at a top university who publishes in development. One of the first people to answer the survey suggested that we attempt to take the “pulse” of the profession by getting their views on what topics they think are under-researched or that they would be particularly interested in seeing more research in. Here are the responses:

These responses fit my priors reasonably well (or maybe I’m just being self-serving given that I’m working on topics like SMEs, migration and management). But if you were to look at a standard graduate development economics course syllabus, it is typically heavy on health, education, risk and insurance, and household bargaining models, and very light on coverage of some of the topics identified as under-researched here. I think this ranking also fits reasonably well with where the existing evidence from impact evaluations has been (and thus the topic coverage in books like More than Good Intentions and Poor Economics ).

What do you think? Are there any other big topics out there that people are simply just not looking at enough?

At first sight, the results make sense. A lot of research is being done in the area of micro-finance. I wonder: if one separates the opinion of US based economists from those of international economists (especially those living in developing countries), does one find a different set of under-researched topics?

Besides, It looks like the categories are not well defined. For example, conceptually, "poverty" overlaps with "micro-finance," which overlaps with "small and medium enterprises."

The idea of listing under-researched topics is great, I just have some concerns with the definition of the categories above.

Thanks Andres. I took a second quick look at the data, and the responses for those in the U.S. look very similar to the overall, suggesting not a big difference geographically. However, our "Rest of the World" is mostly researchers in other developed countries like the UK, Ireland, France, Belgium, Germany, Japan and Australia.

I'm sure people will want to quibble a lot with the topic categories - there was a trade-off between number of topics and not wanting to give people too long a list to look through. We also gave an "other topic" option, but only 10% of respondents said there was an other topic that is under-researched (examples were environmental work, collective action, and transportation), and there was no "other topic" that was listed by more than 1 researcher.

I find your prelim results very interesting I thank you for sharing them with the public. I'm just a couple months away from starting a research degree in African Studies in the UK (I'm from the US) and when I was writing my research proposal, I kept asking myself "in what ways can my research be useful?" and "what issues could benefit from continued (more) research?" I'm relieved to see that my research topics most closely align with topics that appear to be somewhat less researched-governance, the pol economy, and education. I'm anxious to read the final results when you post them!

Hi David and Andres. We are junior researcher in a Brazilian development research institute in Rio de Janeiro. We were debating and agree that the data you presented holds true for Brazil too. The most researched topics (poverty, microfinance, behavioral economics - not so much health) are the most investigated here as well. Even though migration is a subject much discussed, there is still an evident lack of development research focused on small and median enterprises and the functioning of markets. Considering Brazil's recent advances in terms of poverty reduction, this is a very serious deficit.

It would be interesting to see if this is a global trend. If the same areas of development are under-researched, and therefore "under-debated", on a global scale, then there is a important lag in terms of innovative thinking and project implementation. Moreover, does it point to a new direction in development thinking?

What is meant here by 'rural production'? I'm working as impact evaluator of educational projects in a coffee plantation region in Nicaragua. Indeed, I'm really interested in researches assessing the impact of different coffee estates' models of management on the workers' productivity and the working conditions.

Can anyone suggest me readings dealing with this issue.

I am surprised that Environment and Climate Change are not on the list here. I assume that most of these Asst. Profs are from economics.

Shailesh, all, or at least almost all, of the respondents were assitant professors in economics departments. One of them listed environment and climate change as a topic of interest under the "other", but since it was not given to them as an option, this is surely an underestimate of the interest in this topic. My personal opinion is that from the development economics side, there still isn't much I've seen in this area of environment and climate change, so it will certainly be interesting to see more.

When first looking at the chart I relised that, and this is my personal view, that the importance of reseach field depends on region studied i.e most of reserchers who live in developing countries deal with subjects that are in relation to their contries situation and this is why corruption and governance get more attention in reserch. in other word, the more the economy is developed and sophisticated the deep reserches are. to see that clearly, just group reserches by region.

It is surprising that Environmental issues are not mentioned. Can Africa survive without the environment? Don't we need to understand the environmental problems facing Africa?

I fully agree with the statement that some of the pertinent sectors are really left behind in research activities. Though, it is quite country-specific (e.g. micro-finance in Bangladesh has done a lot), some of the areas are very demanding from future perspective than the rest. For example, for Nepal Micro-finance is flourishing without much research on the future scopes, outreach, sustainability. Exploring the market and designing the products has much meaning in Micro-finance which is as if non-existent. Research does not mean that what was succeeded in Bancosol shall be replicated in rest of the countries and gain the same momentum. Every countries has different culture and deal idiosyncratically get immunity differently from culture. Finding specific issues relevant are what i understand the scope of research in this industry. It can be fruitful for the entire micro-finance community too. I understand that it is the financial service that encourage people to establish enterprises and become more entrepreneurial from the learning though it may even be from failure too. In modern and more democratic societies than ever before creating employment through innovation and research is more than engaging more people in Government supported public sectors. There shall be a remarkable contribution towards poverty reduction once more and more people are engaged in self employed businesses. More competition than ever before for quality and improvement.

The areas listed in the response certainly stand to reason however I wonder if the lack of any that address the behaviours of participants in development is an oversight or if there is a belief that there is enough research in these areas.

I'm referring to participants in this case as Development NGOs, civil society generally and other institutions, as well as 'classes' of individuals such as academics, corporates and Development 'professionals' and volunteers. I'm not thinking just of the well addressed areas of accountability and transparency, effectiveness and quality but also of how the form and function of these institutions et al are changing over time and what their respective futures in Development might be.

There is of course the over-arching theme in research of these areas that accounts for globalisation as well as influence of 'the market' on development practitioners and policy makers. Maybe the respondents considered the study of the motivations and behaviours of participants/actors/players/stakeholders implicit across the areas that were recorded in the responses.

Although, microfinance is on the list but I think there's need for more research in the 'challenging role of HR in the microfinance sector.

Trade: be it bilateral, regional or multilateral/global, is not well researched.

This paper studies the business process known as project management. This process has exhibited a remarkable growth in business interest over the last 15 years, as demonstrated by a 1000% increase in membership in the Project Management Institute since 1996. This growth is largely attributable to the emergence of many new diverse business applications that can be successfully managed as projects. The new applications for project management include IT implementations, research and development, new product and service development, corporate change management, and software development. The characteristics of modern projects are typically very different from those of traditional projects such as construction and engineering, which necessitates the development of new project management techniques. We discuss these recent practical developments. The history of project management methodology is reviewed, from CPM and PERT to the influential modern directions of critical chain project management and agile methods. We identify one important application area for future methodological change as new product and service development. A list of specific research topics within project management is discussed. The conclusions suggest the existence of significant research opportunities within project management.

Nicholas G. Hall is Professor of Management Sciences in the Fisher College of Business at The Ohio State University. He holds B.A., M.A. degrees in economics from the University of Cambridge, a professional qualification in accounting, and a Ph.D. (1986) from the University of California at Berkeley. His main research interests are in tactical operations issues, especially project management, scheduling and pricing, public policy and sports management problems. He is the author of over 70 refereed publications, and has given over 260 academic presentations, including 88 invited presentations in 20 countries, 6 conference keynote presentations and 6 INFORMS tutorials. A 2008 citation study ranked him 13th among 1,376 scholars in the operations management field. He is a Fellow of the Institute for Decision Making under Uncertainty of the Chinese Academy of Sciences. He won the Faculty Outstanding Research Award of the Fisher College of Business in 1998 and 2005.

I teach international development policy and management courses – to degree program and executive students. Twenty years ago, my classrooms were dominated by people from what we used to call (and still call) ‘developing countries’. These are typically poorer countries in the global south, that are the prime customers of development organizations and NGOs. I saw my job as working with folk from these countries, which was what differentiated my work from other non-development-oriented public policy and management academics. 

The composition of my classrooms has changed in the last decade, however. I have many more students from higher income countries in the global north – especially in executive education – deeply interested in learning about ‘development’. At the same time, my non-development colleagues are finding an increased interest in their classes – on topics like negotiations, persuasion, 21 st century leadership, and more – from poorer countries in the global south.

This has caused me to reflect on what I now believe ‘development policy and management’ is about.

My reflection starts with a perspective I have about public policy work in general, which I see as ‘the activities governments and related entities undertake to address collective challenges in society’. These activities happen all the time, in every corner of the world – regardless of how poor or rich or north or south a country may be.

Inspired by literatures on continuity and change and continuous improvement in organizations – amongst others (see March (1996 ) and Berger (1997 ), for instance) – I have started to pay attention to the different types of policy activities we undertake:

  • Some activities are ongoing and continuous , taking the form of routine and repetitive processes (like issuing passports in many countries, for instance, or registering motor vehicles in entities that have existed for fifty years).
  • Other activities are new , involving change and innovation (like current responses to emergent climate change challenges in many countries).
  • A third type is blended , with some degree of novelty introduced to improve established policy work, again implying some level of adaptation (like health system reforms to account for new disease burdens).

I show these three types of activity in Figure 1 below, suggesting that most if not all policy work implies one or more of the types – and most policy actors face work in one or more of the domains shown. I have tested it out with many policy professionals – in all parts of the world – and find that they commonly relate easily to the types. And they commonly – in rich and poor and north and south contexts – tell me they are always working on all three.

Interestingly, most definitions of ‘development’ emphasize change as a (or the) defining characteristic – A Cambridge dictionary definition , for instance, holds that it is ‘ the process in which someone or something grows or changes and becomes more advanced’ .

Given such definition (and there are many others), I have thus come to view that two types of policy work that involve change are essentially ‘developmental’. These are policy activities focused on ‘new’ or ‘improvement’ work. In such thinking, I see ‘development’ happening in rich and poor contexts all the time, as societies face pressures to change and evolve in response to shifting problems, opportunities, and other realities. I also see ‘development policy and management’ as work that all public-leaning entities do at some time or other, regardless of the context they are in.

This ‘development policy and management’ work is what governments and related entities do when they pursue activities that imply and involve change for any part of the social collective.

It may be true that there is more such work in poorer countries in the global south, given historical legacies and the emergent nature of many modern governance and economic systems in those countries. But all contexts face the need for change, and all governments (and related entities) are struggling with policy challenges that involve novelty and improvement.

I think this is why so many people are coming to ‘development’ sessions from places we never viewed as ‘developing’. And this is why I – and my colleagues at Building State Capability – are shifting our view about what ‘development policy and management’ is about!

Moscow major projects

Since launching modern Russia’s largest construction program in 2011, Moscow has more than doubled its territory. To catalyze the full potential of this rapidly-growing metropolitan area of 19.5 million people, the City of Moscow’s government pays significant attention to infrastructure as one of the key pillars of urban development—with a current focus on projects that create livable and comfortable urban spaces for both citizens and tourists.

Following its first five years of projects, Moscow was given special recognition for “demonstrating outstanding strategic commitment and ambition” by the International Association of Public Transport (UITP). That period saw 50 million square meters of real estate developed, 370 social infrastructure objects built, and the metro expanded by 30 percent—including 101 kilometers of metro lines and 55 new stations. Innovative finance solutions, necessitated by the city government’s debt-free approach to development, enabled all this whilst maintaining a budget surplus and remaining a net donor region within Russia.

On 30-31 May 2018, the City of Moscow and Mosinzhproekt—a large Russian engineering, construction and project management company—hosted an Innovation Site Visit to showcase Moscow’s major projects to the Global Infrastructure Initiative (GII) community. Through roundtable discussions and site visits with project executives, participants explored where innovation and technology have enabled the step-changes that have allowed Moscow to deliver major projects on a short timeline—and how to apply these lessons to other cities and major projects.

The following insights emerged during GII’s Innovation Site Visit in Moscow:

  • Establish a structure for citizen involvement. Major urban infrastructure projects are an extremely visible expenditure of taxpayer funds while also often being large disruptors of daily life. A foundation of citizen support is essential for success and requires a thoughtful engagement program. In Moscow, citizens are encouraged to participate in the planning process by steering major initiatives through the “Active Citizen” application—a portal for online referendums on topics appropriate for democratic decision-making. To date, almost 2 million citizens have cast more than 90 million votes on over 3,000 issues through the platform. The purpose of this structure is to increase the opportunity for citizen engagement and involvement with their city’s major investments.
  • Manage the disruption ‘cost’. Major urban projects cannot be delivered without disrupting daily life. While citizens can be enrolled to accept the disruption as a necessary investment for a better outcome, equal attention needs to be given to managing the disruption ‘cost’ as to managing real expenditures. For example, MyStreets, a project to upgrade and enhance Moscow’s urban environment through reconstruction of streets and building façades, was disruptive to many citizens and commuters. However, through staging and swift execution, the disruption was minimized and the intended lifestyle improvements were quickly delivered to Muscovites and tourists who traverse newly styled pedestrian streets every day.
  • Invest in technology to optimize sequencing. Moscow’s cohesive vision for urban transformation has allowed early investments in technology to assist future delivery. One of the first projects completed was the centrally-controlled traffic management system which can monitor traffic conditions and urban movement through more than 2,000 traffic cameras and 160,000 CCTV cameras installed across the city. Data collected on current conditions, and knowledge of planned activities, allows real-time rerouting of traffic through the city’s dynamic signage. It also allowed identification and analysis of permanent traffic flow changes that could further ease disruptions like those created by the major construction projects.

  • Maximize utility of brownfield sites. A key reason the Moscow Central Circle (MCC), a new light-rail system integrated into the Moscow Metro, was completed in a record four-year period was the repurposing of existing brownfield networks which allowed the installation of modern technology on existing rail transport routes. The MCC’s 31 new stations will revitalize formerly abandoned industrial areas when its next stage of development builds an expected 300,000+ square meters of hotels, 250,000+ square meters of retail, and 200,000+ square meters of offices. This will give districts with historically poor infrastructure access a chance to develop at the same pace as the rest of the city.
  • Leverage PPPs to enhance basic services. To manage public cost and investment while delivering world-class infrastructure, municipalities need access to additional financing tools. Based on a structure that took an act of federal legislation, the MCC is an example of enhancing publicly developed foundations with private services. The tracks and land are owned by the Moscow Metro, with the rolling stock subcontracted to Russian Railways under a life cycle contract with a guaranteed buyback. The innovation is that Moscow Metro is licensing the development rights of its individual stations to private investors. Though all stations will exist under the same covenants, individual investors will assume their station’s construction cost and operational risk and rewards.
  • Create citizen-centric spaces. In addition to serving as open spaces, today’s city residents expect their parks to provide for entertainment and consumer services too. Many modern parks offer architectural features, charismatic vistas, and social, educational, and artistic spaces for all ages. When Zaryadye Park, an area of prime real estate next to the Kremlin was converted to parkland, an international contest resulted in 10 hectares being densely designed for this multi-function purpose. The outcome was two concert venues, restaurants, a parking garage, an entertainment complex, and a biological education center, all neatly camouflaged into a natural landscape that represents Russia’s ecological diversity.
  • Innovate where needed but not excessively. Moscow’s planners and builders did not shy away from technological innovation. The MCC used weldless joint rails to create a smoother and quieter system that is easier on riders and less disruptive to residents living near the railway tracks. The retrofit designs for Luzhniki Stadium were fully modeled in building information management (BIM)—a step which identified more than 100,000 conflict points before they could escalate into project delays. However, the project teams were also careful not to force innovation where it could create unnecessary risk and complications. Instead, they delivered the massive project portfolio by tactically melding innovations with highly-proficient execution of well-known and proven methods.

Moscow Launches New Smart City District as a Living Lab

The government of Moscow has begun developing an existing district in the city to test nearly 30 new ‘smart’ technologies for urban development. Home to over 8,000 people, the district is testing ideas on smart lighting, smart waste management, and smart heating. The city intends to evaluate what impact technologies bring to residents and adjust its urban renewal plan once the pilot is complete.

When creating a smart district, cities tend to choose new, empty or even abandoned areas to build a district from a scratch, which is faster, easier and more cost-efficient. However, Moscow authorities made the decision to create one in an already existing neighborhood to bring top tech solutions. In April 2018, authorities began implementing technologies in selected buildings situated in Maryino district on the southeast of Moscow . The district includes seven apartment buildings with different years of construction from 1996 to 1998. Each residential building has a different construction type that gives an advantage to pilot the technologies under various conditions.

Andrey Belozerov, Strategy and Innovations Adviser to CIO of Moscow explained: “We didn’t want to build a district from a scratch as a test bed far from real-world settings. Our aim was to test technologies in inhabited neighborhood so it allows us to see whether citizens get advantage of new technologies in their everyday tasks. When the pilot is completed we aim to adjust the city urban renewal plan, so Muscovites enjoy living in similar technology-savvy buildings around the city in the future”.

The smart district residents can access smart systems responsible for heating, lighting, and waste collection. In total selected residential buildings are equipped with twenty nine different smart technologies. As part of the project the first charging station for electric vehicles situated in residential district has been installed in Moscow – it has already become the most popular charging station for electric vehicles in the city. In addition, free Wi-Fi network is available on site. Each resident can install free mobile application to answer the house intercom when no one is around or open the door without a key. The project aims to improve quality of life and provide comfort and safety for residents.

The Performance Review Problem

As the arcane annual assessment earns a failing grade, employers struggle to create a better system to measure and motivate their workers.

​After an annual review that lasted about 10 minutes, a New Jersey-based account coordinator knew it was time to leave the public relations agency where he had worked for almost a year. 

The 25-year-old, who requested anonymity, asked for the meeting because his boss had not mentioned any formal assessment process, nor had his manager ever critiqued his work. The coordinator says he sat with a trio of senior executives who did not ask him any questions beyond how he would rate himself. He says they ignored his requests for guidance on how to advance at the agency.

This example also illustrates one of the common failures in performance management: limiting reviews to once or twice a year without having any other meaningful career discussions in between. Nearly half (49 percent) of companies give annual or semiannual reviews, according to a study of 1,000 full-time U.S. employees released late last year by software company Workhuman. 

The only situation that is worse than doing one review per year is doing none at all, experts say. The good news is that only 7 percent of companies are keeping employees in the dark about their performance, and 28 percent of organizations are conducting assessments quarterly, the Workhuman study found.  

A Pervasive Problem

Reviews generally do not work.

That doesn’t mean that more-frequent formal meetings or casual sit-downs between supervisors and their direct reports are solving the performance review quandary, either. Only about 1 in 4 companies in North America (26 percent) said their performance management systems were effective, according to a survey of 837 companies conducted last fall by consulting firm WTW. And only one-third of the organizations said employees felt their efforts were evaluated fairly. 

Meanwhile, a Gallup survey conducted last year found that 95 percent of managers are dissatisfied with their organization’s review system.

The problem is not new, though it is taking on greater importance, experts say. Millennials and members of Generation Z crave feedback and are focused on career development. Meanwhile, the tight labor market has companies searching for ways to keep high-performing employees in the fold. Fewer than 20 percent of employees feel inspired by their reviews, and disengaged employees cost U.S. companies a collective $1.6 trillion a year, according to Gallup.

Lesli Jennings, a senior director at WTW, says part of the issue is that reviews are now so much more than a discussion of past performance. They include conversations about career development, employee experience and compensation. 

“The performance management design itself is not evolving as quickly as the objectives and the purpose that we have set out for what we want it to do,” Jennings says.

Poor Review Practices

Some argue that means it’s time to completely scrap annual reviews and stop using scales composed of numbers or adjectives to rate employees. 

“Every single human alive today is a horribly unreliable rater of other human beings,” says Marcus Buckingham, head of people and performance research at the Roseland, N.J.-based ADP Research Institute. He says people bring their own backgrounds and personalities to bear in the reviews in what is called the “idiosyncratic rating effect.” He says the ratings managers bestow on others are more a reflection of themselves than of those they’re reviewing.

Buckingham adds that very few positions have quantifiable outcomes that can be considered a measure of competence, talent or success. It’s possible to tally a salesperson’s results or test someone’s knowledge of a computer program, he says, but he’s baffled by attempts to measure attributes such as “leadership potential.”

“I’m going to rate you on a theoretical construct like ‘strategic thinking’? Everybody knows that’s rubbish,” Buckingham says. He adds that performance reviews that offer rankings give “data that’s just bad” and insists that companies rely on data analytics because they don’t trust their managers’ judgment. But instead of working on improving their managers’ skills, he says, they put data systems in place. 

“Because we don’t educate our managers on how to have some of these conversations, we’ve decided that the solution is to give them really bad ratings systems or really bad categorization systems,” Buckingham says. 

R eviewing the Data

A mong North American employers:

  • More than 9 in 10 (93 percent) cited driving organizational performance as a key objective for performance management, yet less than half (44 percent) said their performance management program is ­meeting that objective.
  • Nearly 3 in 4 (72 percent) said ­supporting the career development of their employees is a primary objective, but only 31 percent said their performance management program was meeting that objective.
  • Less than half (49 percent) agreed that managers at their organization are ­effective at assessing the performance of their direct reports. 
  • Only 1 in 3 indicated that employees feel their performance is evaluated fairly. 
  • Just 1 in 6 (16 percent) reported having altered their performance management approach to align with remote and hybrid work models, which are rapidly becoming more prevalent.

Data Lovers

Ratings aren’t likely to disappear anytime soon, however. “Data-driven” has become a rallying cry for companies as they seek to operate more efficiently. Organizations are trying to measure everything from sales to productivity, though such efforts can cause turmoil and hurt some individuals’ careers.

A June 2022 study of nearly 30,000 workers at an unnamed North American retail chain found that women were more likely to receive higher overall ratings than men, though women were ranked lower on “potential.” 

In that study, women were 12 percent more likely to be given the lowest rating for potential, as well as 15 percent and 28 percent less likely to receive the middle and highest potential ratings, respectively, according to the professors who conducted the study, Alan Benson of the University of Minnesota, Danielle Li of MIT and Kelly Shue of Yale. The authors also said women were 14 percent less likely to get promoted than men. “Because potential is not directly observed,” they noted, “these assessments can be highly subjective, leaving room for bias.”

Birmingham left abruptly one afternoon and did not go in to work the next day, which he says Blizzard interpreted as his resignation. Blizzard did not respond to requests for comment.

Stack ranking became popular in the 1980s after it was embraced by General Electric. Its adoption has waned, though several tech companies continue to use it. Google and Twitter relied on stack ranking to decide who to let go in their recent rounds of layoffs, according to published reports.

Birmingham says that the system can cause anxiety and competition, which can kill team cohesion, and that arbitrary lower ratings adversely affect compensation and promotion potential. These systems can also suggest that a manager is ineffective, he says. “It implies that as managers, we basically have not done our job to hire them and train them appropriately or terminate them if they really aren’t working out.”

Birmingham says he is not opposed to ranking systems but doesn’t think they’re necessary. “I feel like the conversation about how to improve your career, what the expectations are for your job and what it will take to get to the next level are all things you can do without a rating,” he says.

Measurements Matter

Grant Pruitt, president and co-founder of Whitebox Real Estate, does not give any type of rating in his performance reviews, though he believes in using data to track his employees’ performance. “What isn’t measured can’t be managed,” says Pruitt, whose company has about 20 employees in several offices across Texas. 

At the beginning of the year, Whitebox employees set goals with their managers. Discussions are held about what benchmarks are reasonable, and these targets can be changed if there is a meaningful shift in business conditions. Team leaders hold weekly department meetings with their direct reports to discuss what’s happening and track progress. Managers hold quarterly private reviews with individuals to dig deeper into whether they’re meeting their goals and if not, why.

“Was it an achievable goal? Realistic? If it was, then what do we need to do to make sure we don’t miss it the next time?” Pruitt says. Whitebox switched to quarterly reviews about four years ago to address problems earlier and avoid having issues fester, Pruitt adds.

It’s easier to set goals for people in sales than for those in other departments, Pruitt concedes. However, he adds that executives need to brainstorm about targets they can use for other roles. For example, administrative employees can be rated on how quickly and efficiently they handle requests.

Pruitt maintains that the goal system makes it easier to respond when an employee disagrees with their manager about their performance review because there are quantitative measures to examine. The data also helps eliminate any unconscious bias a manager may have and helps ensure that a leader isn’t just giving an employee a good rating because they work out at the same gym or their children go to school together.

“I think that’s really where the numbers and the data are important,” Pruitt says. “The data doesn’t know whose kids play on the same sports team.”

Whitebox employees are also judged on how well they embrace the company’s core values, such as integrity, tenacity and coachability. Some of those values may require more-subjective judgments that can be more important than hitting quantifiable goals. 

Pruitt admits that there were occasions when he looked the other way with a few individuals who were “hitting it out of the park,” even though he believed they lacked integrity. But eventually, he had to let them go and the company lost money.

“They really came back to bite me,” Pruitt says.

Grades Are Good

Diane Dooley, CHRO of Iselin, N.J.-based World Insurance Associates LLC, also believes establishing quantitative methods to gauge employees’ performance is essential. “We are living in a world of data analytics,” she says. The broker’s roughly 2,000 employees are rated on a scale of 1 to 5.

World Insurance has taken numerous steps to remove bias from reviews. For example, last year the company conducted unconscious-bias training to help managers separate personal feelings from performance reviews. And all people managers convene to go over the reviews they’ve conducted. Dooley says that process gives everyone a chance to discuss why an employee was given a certain rank and to question some decisions. “We want to make sure we’re using the same standards,” she explains.

Currently, World Insurance conducts reviews only once a year because it has been on an acquisition binge and there hasn’t been time to institute a more frequent schedule. That will change eventually, says Dooley, who adds that she wants to introduce department grids that show how an employee’s rank compares to others’ on the team. 

“It’s just a tool that helps the department or the division understand where their people are and how we can help them collectively,” says Dooley, who has used the system at other companies. 

Dooley says she isn’t worried about World Insurance holding reviews only annually, because good managers regularly check in with their employees regardless of how frequently reviews are mandated.

Such conversations can easily fall through the cracks, however. “Managers want to manage the employees, but they get so caught up in the company’s KPIs [key performance indicators] and making sure that they’re doing everything that they need to do,” says Jennifer Currence, SHRM-SCP, CEO of WithIn Leadership, a leadership development and coaching firm in Tampa, Fla. “It’s hard to set aside the time.” 

WTW’s Jennings adds that managers sometimes avoid initiating conversations with employees who are not performing well. Such discussions are often difficult, and managers may not feel equipped to conduct them. 

“Having to address underperformers is hard work,” Jennings says. 

Additionally, experts say, coaching managers to engage in such sensitive discourse can be expensive and time-consuming.

Improve Your Performance Reviews

H ere’s how to make the review process more ­palatable for both managers and their direct reports:

  • Don’t limit conversations to once or twice per year. Every team is different, so leaders should decide what schedule is most appropriate for their departments. However, it’s important to deal with any problems as they arise; don’t let them fester.
  • Set performance goals and expectations at the beginning of the year so employees understand their responsibilities. This helps lend objectivity to the process by introducing measurable targets. However, the goals should be adjusted if there are major changes to the business or an employee’s circumstances. 
  • Explain how each employee’s position, as well as each department, fits into the company’s overall ­strategy. This will help employees understand why their job matters and why it’s important.
  • Simplify the process. There’s no need for a ­double-digit number of steps or numerous
  • questions that require long-winded answers. 
  • Consider a 360-degree approach. Input from employees’ colleagues or from other managers can help give a fuller picture of employees’ capabilities and contributions.
  • Eliminate proximity bias. You may not see some employees as often as others, especially if they work remotely, but that doesn’t mean they’re not working hard. 
  • End recency bias, which is basing a review on an employee’s most recent performance while ignoring earlier efforts. Don’t let recent mistakes overshadow the employee’s other impressive accomplishments.
  • Solicit feedback from employees. Reviews should be a two-way conversation, not a lecture.
  • Train managers to give advice calmly and helpfully. This is especially important when leaders must call out an employee’s subpar performance. 
  • Don’t discuss compensation during reviews. Employees are likely to be so focused on learning about a raise or bonus that they won’t pay much attention to anything else.

Increase Conversations

Finding the right formula for performance reviews is tricky. The company’s size, values, industry and age all play a role. Currence says businesses need to think about the frequency and purpose of these meetings. Some managers may have weekly discussions with their direct reports, but the conversations might center on status updates as opposed to performance. 

“We need to have more regular conversations,” Currence says. “There has to be a happy balance.”

San Jose, Calif.-based software maker Adobe Inc. was a pioneer when it eliminated annual reviews in 2012 after employees said assessments that look backward weren’t useful and managers lamented how time-consuming they were. Instead, Adobe introduced quarterly check-ins and did away with its numerical ratings system, even though the company is “data-driven,” according to Arden Madsen, senior director of talent management.

Adobe’s system has changed over the years as the company grew from about 11,000 employees in 2012 to around 28,000 today. In the beginning, employees were not asked a universal set of questions and the information gathered was not stored in a central place accessible to all. In 2020, Adobe instituted three or four questions that must be asked at each quarterly meeting, one of which is whether the employee has feedback for the manager. Other topics covered depend on the employee, their role and their goals.

Madsen says asking consistent questions and making reviews easily accessible are important, as internal mobility within the company has grown. 

Adobe, like many businesses, separates conversations about performance from discussions about raises and bonuses, even though they’re intertwined. 

“Money is so emotionally charged,” says WithIn Leadership’s Currence. “When we tie performance review conversations with money, we as human beings do not hear anything about performance. We only focus on the money.”

U.S. Department of Energy Announces $20 Million to 16 Projects Spearheading Exploration of Geologic Hydrogen

WASHINGTON, D.C. —  In support of President Biden’s Investing in America agenda, the U.S. Department of Energy (DOE) today announced $20 million for 16 projects across 8 states to accelerate the natural subsurface generation of hydrogen. This energy resource would potentially produce no carbon emissions when burned or used in a fuel cell and will support the Biden-Harris Administration’s efforts to reduce costs and enable commercial-scale deployment of clean hydrogen. The teams announced today—from universities, national labs, and businesses—will explore early-stage research and development to advance low-cost, low-emissions hydrogen, which will help create good-paying jobs and new economic opportunities in communities across the nation while also helping meet President Biden’s ambitious climate and decarbonization goals. This is the first time that the U.S. government has competitively selected teams to research this kind of technology. “Accelerating the development of low-emissions, clean hydrogen and enabling its widespread deployment is critical to slashing emissions that jeopardize public health and pollute local ecosystems, a key component of President Biden’s plan to tackle the climate crisis,” said ARPA-E Director Evelyn N. Wang. “With funding from ARPA-E, project teams from across the nation will explore the possibility of accelerating the production and extraction of natural hydrogen, transforming our understanding of this critical energy resource while accelerating solutions we need to lower energy costs and increase our nation’s energy security.”

Clean hydrogen, including naturally occurring subsurface hydrogen, allows sustainable reductions in harmful emissions from some of the most energy-intensive sectors of the economy, such as chemical and industrial processes and heavy-duty transportation. By enabling the development of diverse, domestic clean energy pathways across multiple sectors of the economy, clean hydrogen will strengthen American energy independence while simultaneously reduce the impact of energy on the environment. The 16 teams announced today are set to receive funding through two Advanced Research Projects Agency-Energy (ARPA-E) Exploratory Topics on geologic hydrogen. The first Exploratory Topic—Exploratory Topic G: Production of Geologic Hydrogen Through Stimulated Mineralogical Processes—seeks technologies that stimulate hydrogen production from mineral deposits found in the subsurface, including developing our understanding of hydrogen-producing geochemical reactions and how to enhance or control the rate of hydrogen production. The following teams will work toward these efforts:

The second—Exploratory Topic H: Subsurface Engineering for Hydrogen Reservoir Management—focuses on technologies relevant to the extraction of geologic hydrogen. The following teams will work toward improvements in subsurface transport methods and engineered containment, reservoir monitoring and/or modeling during production and extraction, as well as assessing the risk of hydrogen reservoir development:

In addition to these 16 projects, Argonne National Laboratory’s Systems Assessment Center is also set to receive funding to develop a methodology for Life Cycle Analysis for geologic hydrogen via the Greenhouse gases, Regulated Emissions, and Energy use in Technologies (GREET) model . The GREET model is widely used for assessing the energy consumption, greenhouse gas (GHG) emissions, criteria air pollutant emissions, and water consumption of various energy, material, and vehicle technologies. Also, the Inflation Reduction Act specially calls for the GREET model to be the basis for determining GHG emissions of hydrogen production projects for financial incentives. ARPA-E advances high-potential, high-impact clean energy technologies across a wide range of technical areas that are strategic to America's energy security.
